New AI rules adopted in Uzbekistan

The country has officially established Ethical Rules regulating the development, implementation, and use of AI‑based solutions. The document was registered by the Ministry of Justice on March 14, 2026, and will enter into force in three months. The order of Minister of Digital Technologies Sherzod Shermatov is based on a presidential decree and the AI development strategy until 2030.

The ethical norms introduce basic definitions:

  • Artificial intelligence — technologies that imitate human knowledge and skills, capable of learning and finding solutions.

  • Market participants — companies and individuals working with AI in Uzbekistan.

  • AI technologies — video analysis, speech recognition and synthesis, intelligent decision support.

  • AI systems — software that collects and analyzes data and makes independent decisions.

The main goal of the rules is safe use of AI, protection of citizens’ rights and freedoms, and prevention of risks for society and the state. Use of technologies must comply with laws on personal data, informatization, and cybersecurity. System decisions are not recognized as final without human involvement.

The document establishes key principles: legality, priority of individual and societal interests, clarity, responsibility, fairness, transparency, data protection, and reliability.

The principle of clarity requires explainability of algorithms and informing users about goals and limitations. The principle of responsibility emphasizes that final decisions are always made by humans.

The principle of fairness prohibits discrimination based on gender, race, nationality, language, culture, religion, and other grounds. The principle of data protection obliges safeguarding state and commercial secrets and excludes unlawful processing of personal information.

Developers must ensure algorithm transparency, prevent bias, inform users about risks, and continuously improve systems.
