Kazakhstan to achieve 100% internet coverage by 2027

At a government meeting, Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiev presented a report on connectivity and digital infrastructure.

The national project “Accessible Internet” (2024–2027) aims to eliminate digital inequality and ensure equal access to digital services. Over 1 trillion tenge has been invested in telecom over three years. The country now has over 20 million mobile and 3.7 million fixed subscribers, with average speeds reaching 94 Mbps.

By 2027, 100% of the population will have internet access, with speeds over 100 Mbps. 90% of rural settlements will be connected to fiber optics. Of 6,179 villages, 2,606 are already linked to backbone networks, and 84% have mobile internet.

Plans include connecting 3,000 more villages by 2026 and providing wired internet to 4,786 by 2027. Investments total 323 billion tenge. 4G coverage will reach 92%, 5G will appear in 20 cities, and 40,000 km of highways will be covered. Satellite internet is planned for 504 remote villages.

Kazakhstan is also expanding its role in international traffic transit, with submarine fiber projects and a hyperspeed backbone expected to raise its share from 1.5% to 5%. By 2030, nine Tier III–IV data centers will be built, and IT racks will grow from 4,000 to 20,000.

New biometric requirements helped block over 30 million suspicious calls in 2024. Starlink satellite internet became officially available in August 2025. Kazakhstan also signed a memorandum with Amazon Kuiper, while other providers like SpaceSail remain in testing.
