Transactions on Hold During Calls: Kazakhstan Tightens Cybersecurity

Kazakhstan is introducing new cybersecurity measures to protect citizens from phone fraud. Mobile banking apps are now required to temporarily block money transfers if the user is on a phone call. The decision was made by the Agency for Regulation and Development of the Financial Market (ARDFM) together with the National Bank.

“If the microphone is active, the app will automatically block transactions. If signs of remote device control are detected, functions may be restricted or disabled,” ARDFM explained.

In addition, banks and microfinance organizations will be required to:

  • Perform biometric identification when logging in from a new device;
  • Notify clients of all password changes and logins;
  • Request consent to access geolocation during transfers;
  • Force app updates when vulnerabilities are found.


The new rules also mandate regular audits and independent testing of banking systems for cyberattack resilience.

Information sharing about cyber incidents between banks and the regulator will now occur through an automated system. According to ARDFM, these technologies help prevent fraud before it happens.
