The purpose of the trip was to study Estonia’s experience in the field of a human-centric approach to the digitalization of public services and the protection of personal data.
EDF experts have adopted best practices and approaches that can be adapted and applied in Kazakhstan.
The trip took place from May 27 to 31 and was organized by the Eurasia Foundation of Central Asia (EFCA) and Diplomatic Club Astana as part of the Social Innovation in Central Asia (SICA) project.

Why Estonia?
Estonia is known for its advanced approach to digitalization of public services. Meetings with representatives of various government institutions, such as the e-Estonia Briefing Center and the Electronic Governance Academy (eGA), allowed us to gain new knowledge about the implementation of digital solutions that ensure transparency and accessibility of public services for citizens.
It is noteworthy that the e-Estonia Briefing Center was founded in 2009 as a non-governmental organization.
Meeting with the Data Protection Inspectorate
During this meeting, Estonian specialists spoke in detail about the principles and methods of their legislation to ensure the confidentiality and protection of personal data of citizens.
It was especially interesting to learn about the experience of implementing GDPR mechanisms in the national legislation of Estonia.
Visit to Parliament: an important part of the trip was a visit to the Parliament of Estonia (Riigikogu) and a meeting with Mr. Andrey Korobeinik, a member of the Estonia-Kazakhstan parliamentary friendship group.
The meeting in Parliament allowed us to gain an understanding of how the interests of various groups of society are taken into account in the legislative process and other democratic mechanisms.
Estonia has become an inspiring example for us, and we are confident that the implementation of this country’s approaches in Kazakhstan will help make a qualitative step forward for our state.
