From media regulation to AI labeling: Kazakhstan’s new Information Doctrine Action Plan

Kazakhstan has adopted an Action Plan to implement the Information Doctrine. It sets key directions for regulating the media sphere and digital platforms.

The plan introduces proposals for administrative liability of foreign TV and radio channels that fail to comply with dubbing requirements, strengthening the role of the national language. Regulation of occult services in online spaces and media is also included to protect consumers.

Guidelines will be developed for online platforms to counter illegal content and improve moderation. Measures for user identification are planned to ensure information reliability and reduce anonymous violations.

The Doctrine enhances protection of image rights, prohibiting unauthorized use of citizens’ photos and videos. AI‑generated media content will require labeling to ensure transparency.

Testing of 5G Broadcast technology is also foreseen, enabling state media to reach audiences without internet access. The document includes measures to improve legislation and cooperation between government and the media community.
