A law on the protection of women's rights and children's safety (including online) has been adopted

The head of state signed the law “On introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on ensuring the rights of women and the safety of children.”

The adopted amendments were widely discussed with the public; representatives of NGOs, the National Commission on Women's Affairs and Family and Demographic Policy under the President, the National Center for Human Rights and others took part in the meetings of the chambers of Parliament.

The law comes into force 60 calendar days after its first official publication, with the exception of certain rules that will come into force on January 1, 2025.


The amendments affected the Criminal Code, the Code of Administrative Offenses and other legislative norms:

- The Code on Marriage and Family regulates the activities of the “111” contact center, which provides assistance on family issues and the protection of the rights of women and children.

- A person guilty of a criminal offense will be prohibited from 3 months to 1 year, against the will of the victim, from searching for, pursuing, visiting, conducting oral and telephone conversations with him, or entering into contacts in other ways, including minors. Apparently, this will affect stalking and cyberstalking.

- Criminal liability has been introduced for inducing and facilitating suicide, as well as for promoting suicide.

- For the first time, administrative liability has been introduced for bullying (bullying, cyberbullying) of a minor.


Now the following sanctions will be imposed for bullying and cyberbullying of children:

- a warning or fine in the amount of 10 MCI, or 36,920 tenge in 2024;

- for repetition within a year - a fine of 30 MCI (110,760 tenge);

- if a teenager from 12 to 16 years old is engaged in bullying – a warning or a fine to parents of 10 MCI.
