Uzbekistan Establishes Legal Framework for AI Regulation

President of the Republic of Uzbekistan Shavkat Mirziyoyev has signed a law that, for the first time, sets legal boundaries for regulating artificial intelligence technologies in the country.

The document amends the Law “On Informatization,” defining general principles of AI use and clarifying the powers of the competent state authority.

AI is defined as “a set of technological solutions that can imitate human knowledge and skills, learn independently, seek solutions, and achieve results comparable to human intellectual activity in performing specific tasks.”

One of the key provisions restricts the use of AI in legally significant decisions. Authorities are prohibited from relying solely on AI‑based systems when making decisions affecting citizens’ rights and freedoms.

The law also introduces liability for unlawful processing of personal data using AI, including its dissemination via media, telecommunications networks, and the internet. Violators face administrative fines ranging from 50 to 100 base calculation units (20.6–41.2 million soums) with confiscation of tools used in the offense.

The initiative aims to stimulate innovation while protecting citizens’ rights, reducing risks of misuse and unlawful data exploitation.
