TikTok is blocked in Kyrgyzstan

On April 16, the Service for Regulation and Supervision in the Communications Industry under the Ministry of Digital Development of Kyrgyzstan sent a letter to the country’s Internet providers with a request to limit access to this social network.

Earlier, the ministry received a letter from the State Committee for National Security (SCNS) of the Kyrgyz Republic. It says that in the Kyrgyz segment of TikTok “there is no systematic and principled approach to content censorship,” in particular in the children’s information space.

Officials refer to the Law “On measures to prevent harm to the health of children, their physical, spiritual, and moral development”:

“In order to prevent harm to the health of children, their intellectual, mental, spiritual and moral development in accordance with paragraph 8 of the rules for radio frequency prescriptions, approved by the government decree of the Kyrgyz Republic of September 22, 2023 No. 501, and based on Article 21-1 of the Law “On Communications" The State Committee for National Security requests to limit access to the TikTok information service on the territory of the Kyrgyz Republic...".

Internet users in Kyrgyzstan began reporting the unavailability of the social network on April 18. Local media also note that some providers have not yet blocked access.

The international organization Reporters Without Borders (RSF) said that they are concerned about the blocking of TikTok in Kyrgyzstan:

“Under the pretext of protecting minors, such a decision limits the right to information on the Internet. RSF calls on the government to lift this arbitrary blocking and define a clear legal framework to regulate the platforms.”

The opinion has spread that the ban on the popular social network will aggravate the problems of small and medium-sized businesses, damage freedom of speech and democracy in the Kyrgyz Republic, and reduce opportunities for self-expression among young people.

In December of the same year, the Ministry of Digital Development announced the absence of a court decision on such blocking, as well as certain specific agreements with the platform, so they did not restrict access to TikTok, although, according to officials, there are technical capabilities for this.
