Online Fraud in Kazakhstan: ₸25 Billion in Damages and New Protection Measures

In the first half of 2025, Kazakhstan recorded over 11,000 cases of online fraud, with total damages exceeding ₸25 billion. Only ₸895 million was recovered, according to the Ministry of Internal Affairs.

A specialized cybercrime department was established in November 2024, focusing on investigation, prevention, and legal support. Key results include blocking 21,400 illegal websites, seizing 74 sim-boxes and 88,000 unregistered SIM cards, and preventing ₸2.6 billion in losses via the Anti-Fraud Center.

Additionally, 66.9 million spoofed calls were blocked, and 870 individuals were prosecuted. These figures reflect growing digital enforcement capabilities.

Illegal use of personal data remains a major enabler of fraud. A new law signed in early 2025 increased fines for data breaches: up to 30 MCI for individuals, 60 for small businesses, 100 for medium, and 200 for large enterprises.

To strengthen digital resilience, Kazakhstan launched the “Digital Society” initiative, featuring education centers, digital volunteers, and a national literacy index.

A compromised data registry is also planned. Companies responsible for leaks may face temporary restrictions, including loan and credit bans.

These measures aim to protect users and encourage businesses to adopt stronger data security standards.
