A large‑scale effort has started to align the legal framework with the updated Constitution. At a Government meeting chaired by Prime Minister Olzhas Bektenov, Justice Minister Yerlan Sarsembayev announced a step‑by‑step transformation of the country’s institutional system.
By Presidential decree, a list of draft laws has already been approved for submission to the Mazhilis.
Key changes:

The “Miranda rule” is enshrined: detainees must be informed of their rights at the moment of restriction of freedom.

Protection of housing: arbitrary deprivation or eviction without a court decision is prohibited.

Stronger safeguards for personal data and privacy in the digital era.
Administrative and criminal norms will also be revised to strengthen territorial integrity and independence. Work has begun on five new constitutional laws, including those on the President, the Kurultai, the Kazakhstan People’s Council, the status of the capital, and administrative‑territorial structure.
Amendments will be introduced to eight existing constitutional laws and more than sixty other acts. A review of pending bills in Parliament will ensure compliance with constitutional novelties.
