The Mazhilis adopted the law “On Mass Media”

This law became one of the most resonant, criticized by the journalistic and civil community.

In their opinion, in their original form, the amendments contributed to censorship and largely limited the profession. As a result, the provisions that caused the most controversy were excluded from the draft law.


The press card rule has been removed

The overwhelming majority of members of the working group regarded the introduction of press cards as “contrary to democratic principles, discrediting journalists, and preventing the comprehensive dissemination of information.”

Experts from the Eurasian Digital Fund, who were part of the working group, also opposed the introduction of press cards.


The statute of limitations for journalists has been reduced to one year.

The fund's experts also recommended reducing the period for filing a claim from three years to one year.

In their view, the best practice is the UK's Libel Act 1996, as it strikes a balance between the right to freedom of expression and the protection of reputation, preventing undue impact on freedom of speech.

As a result, the Majilismen adopted the law without an amendment on the press card, and the statute of limitations was set at one year.


What else is introduced by the new law “On Mass Media”:

- Online publications and news agencies are united under the single concept of “online publication” and will be one of the types of media and will be subject to registration;

- The time frame for responding to media requests has been reduced to five working days. Journalists have the right to contact the owner of information with an oral request by telephone, in writing or in the form of an electronic document;

- There will be more content in the Kazakh language on television and radio;


Now, according to the procedure, the document must be sent for consideration to the Senate. If approved by the upper house, the bill will be sent to the President for signature.
