Ban on transferring numbers and smartphones: new telecom amendments

Kazakhstan is preparing changes in telecommunications and data center legislation. Among them is a ban on transferring subscriber numbers and mobile devices to third parties, with exceptions only for close relatives.

This provision is included in a draft law amending certain acts on the development of the telecom market and data centers.

Deputy Prime Minister and Minister of AI and Digital Development Zhaslan Madiev noted that biometric authentication rules are being aligned with the Digital Code.

The procedure for registering subscriber devices will also be improved through mandatory verification.

These measures aim to reduce the use of illegally imported and “grey” phones and to lower fraud risks related to IMEI substitution.

Verification will serve as a tool to confirm device authenticity, while the ban on transferring numbers and smartphones is seen as a step toward market transparency and user safety.

The amendments are part of a broader package covering telecom infrastructure development and protection of citizens from digital threats.
