Kazakhstan signs 30 tech agreements with global companies

With support from KAZAKH INVEST, Kazakhstan signed 30 bilateral agreements worth $17.2 billion at the U.S. Chamber of Commerce and the C5+1 business conference in Washington. The deals include strategic documents in digital technologies and artificial intelligence.

They strengthen Kazakhstan’s position as a digital and tech partner of the U.S. and accelerate the development of the national AI ecosystem and telecom infrastructure.

Key agreements:

  • Groq: memorandum on cooperation in computing and AI infrastructure.
  • NVIDIA (via Freedom Holding Corp.): $2 billion agreement on AI development and joint initiatives.
  • OpenAI, Coursera, and U.S. universities: education and science partnerships totaling $50 million.


Separately, Beeline Kazakhstan, Starlink, and the Ministry of AI and Digital Development are launching Direct to Cell satellite connectivity. The technology will provide mobile coverage nationwide without modems or extra devices.

The first phase — messaging — is planned for 2026, followed by mobile internet. VEON, Beeline’s parent company, became the first global operator to sign a framework agreement with Starlink for Direct to Cell across all its markets. The project is government-backed and builds on successful trials in Ukraine.
