Prime Minister Olzhas Bektenov held a meeting of the Interdepartmental Commission for the Prevention of Crimes under the Government of the Republic of Kazakhstan with the participation of the Minister of Internal Affairs, akims of regions and the cities of Astana, Almaty, Shymkent, as well as the chairmen of the agencies for financial monitoring, regulation and development of the financial market.

The meeting considered measures to combat Internet fraud and prevent the emergence of financial pyramids, ensure public order and prevent juvenile delinquency.

The press release published following the meeting reported:

"Minister of Internal Affairs Yerzhan Sadenov reported that thanks to the work of the Cyberpol group, it was possible to solve more than 2.5 thousand cybercrimes and compensate for damages in the amount of 962 million tenge. 914 offenders were detained. 58 million calls from substituted numbers were blocked, and more than 6 thousand unregistered SIM cards were seized. As part of the work of the anti-fraud center, 400 million tenge were blocked at the stage of transfer abroad."

A Telegram bot has been launched, allowing citizens to independently check companies and their Internet resources for signs of financial pyramids. To date, over 9 thousand such applications have been reviewed.

According to the head of the Ministry of Internal Affairs, most Internet fraud related to online loans and theft of bank savings are committed from abroad.

In turn, the head of government noted that fraudulent schemes are being improved, modern hacker programs are used to obtain all the necessary data.

In this regard, it was ordered to intensify work in a number of areas. Thus, in order to solve the problem of the protracted process of registering criminal cases of this category, it was ordered to develop and approve a clear mechanism for determining the signs of financial pyramids.

In addition, according to the government, in order to prevent fraudsters from issuing loans, it is necessary to take measures to strengthen the information security system when applying for online loans. Here, it was instructed to review the procedures for identifying a person when applying for them.

Also, the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market (ARRFR) will consider the issue of insuring online loans from fraudulent attacks.

Another issue raised at the meeting was that “people who leak databases to the Internet or to fraudsters are not punished in any way.”

Therefore, the Cabinet of Ministers believes that it is necessary to work out the issue of introducing liability for the deliberate transfer of other people's bank accounts, accounts, cards, identity card data, and telephone number databases to third parties.
