At a government meeting, Minister of Trade and Integration Arman Shakkaliyev reported an increase in complaints about the quality of goods purchased on foreign marketplaces. According to him, such problems arise because foreign sites are outside the jurisdiction of the Republic of Kazakhstan, which creates risks for consumers:
“Due to the significant distances between countries, fulfilling the requirements for the return or exchange of goods often becomes impossible. In addition, goods purchased through foreign online stores do not undergo the certification procedure, which jeopardizes the safety and quality of products.”
The minister believes that the time has come to regulate this issue legislatively, referring to international experience.
Particular attention is planned to be paid to issues of consumer protection and personal data protection. The minister proposes to review the working conditions for foreign online stores to ensure their activities within the framework of national legislation.
In particular, he put forward an initiative to create an electronic platform for registering foreign marketplaces.
It is also planned to introduce mandatory requirements aimed at:
- ensuring the safety of goods;
- combating counterfeiting;
- protecting consumer rights;
- complying with the rules for storing and protecting personal data;
- increasing tax and customs transparency.
For the development of domestic e-business, the Ministry of Trade proposes:
- simplifying customs clearance procedures and optimizing non-fiscal fees for imports;
- introducing special tax regimes for e-commerce entities, optimizing tax administration.
- developing warehouse and logistics infrastructure.
