Kazakhstan’s Supreme Audit Chamber Assesses Digital Development Policy

Kazakhstan’s Supreme Audit Chamber (SAC) has completed a state audit on the effectiveness of digital development policies. The results were reviewed during a session chaired by Alikhan Smailov.

The audit examined key institutions such as the Ministry of Digital Development, the Center for Digital Government Support, National Information Technologies JSC, the Innovation Technology Park, and Astana Hub.

Findings revealed that 85% of IT systems maintained by National Information Technologies JSC are outdated and difficult to upgrade due to their monolithic code structure. Of 50 IT systems under its management, 28 systems and one automated control system are inactive.

The audit identified financial violations amounting to 1.1 billion tenge. Inefficient budgeting and asset planning accounted for 2.2 billion tenge, while inefficient fund utilization totaled 46.5 billion tenge. Additionally, 45 systemic deficiencies and 143 procedural violations were recorded.

During the session, Alikhan Smailov highlighted the growing threats of cyberattacks and fraud, urging the Ministry of Digital Development to enhance security measures:

“Cybercrime is becoming more sophisticated. Fraud schemes are evolving rapidly, and constant efforts are needed to counteract these threats,” Smailov stated.

Minister of Digital Development Zhaslan Madiev reported ongoing efforts, including anti-fraud systems implemented by telecom operators to block fraudulent calls and Telegram's cooperation in removing illegal content.

Regarding WhatsApp, authorities have developed an anti-fraud system involving Kazakhstan’s National Bank risk management system. A dedicated call center is also being established for citizens to report fraudulent activities.

Smailov urged the ministry to develop a concrete action plan based on the audit findings, ensuring that structural reforms and security measures are implemented effectively.
