Prime Minister Olzhas Bektenov has instructed the government to regulate the launch of air taxis and unmanned aerial vehicles. At a cabinet meeting, he emphasized that global regulators — EASA in Europe and FAA in the U.S. — already have certification rules for commercial air taxis, and Kazakhstan must keep pace.
The Ministry of Transport is tasked with adopting legislative amendments on urban air mobility (UAM) by the end of June. By year’s end, the ministry will also approve CAMP 2050, a master plan for civil aviation development until 2050, covering regional aviation, unmanned transport, and alternative fuel technologies.
Practical work is underway: in May, residents of Alatau spotted test flights of AutoFlight’s passenger eVTOL aircraft. On the ground, pilot projects for driverless cars and delivery drones are scheduled for Q2 2026 in Astana, Almaty, and Kosshy, with infrastructure and safety checks preceding the launch.
Kazakhstan is thus building both legislative and technical foundations for new transport modes — in the air and on the ground.
