Kazakhstan adopts AI law with Senate amendments

Kazakhstan’s Mazhilis has passed the Law “On Artificial Intelligence,” incorporating amendments from the Senate and expert input from the Eurasian Digital Foundation.

According to MP Ekaterina Smyshlyaeva, the law and related documents — including amendments to legislation on digitalization and administrative offenses — form a unified legal framework for AI technologies in Kazakhstan.

A key Senate amendment introduces mandatory liability insurance for harm caused by AI systems. Previously, insurance was optional.

The law consists of 7 chapters and 28 articles, covering:

  • Legal and organizational regulation of AI;
  • Transparency and safety measures;
  • Use of AI by government and quasi-government entities;
  • Rights and obligations of AI stakeholders;
  • Expanded powers for the Government in shaping AI policy.


The law also includes provisions developed with the Eurasian Digital Foundation, such as:

Bans on risky AI practices in biometric data analysis;
Restrictions on AI use in sensitive scenarios — facial recognition in public spaces, exploitation of human vulnerabilities, and behavioral influence without informed consent.
