The Eurasian Data Protection Congress (EDPC) — is an annual international event that brings together professional communities, experts, and practitioners in the fields of personal data protection, privacy, and AI from across the Eurasian region.
Eurasian Digital Foundation has been participating in the congress for five consecutive years, co-organizing several sessions.
This year, the congress program included a dedicated day for discussing AI Governance, featuring practices from Kazakhstan, Azerbaijan, and Russia.
Ruslan Daiyrbekov, Founder of Eurasian Digital Foundation and Managing Partner at DRCQ, spoke about the opportunities opened by AI development in Kazakhstan, as well as the key challenges posed by the technology.
Kazakhstan is currently building a full AI ecosystem, which includes three pillars:
Regarding infrastructure readiness, Ruslan highlighted the launch of a supercomputer in partnership with NVIDIA, which broadly includes the development of data centers, cloud platforms, and other computing systems.
This is crucial, as it enables government, large businesses, startups, and academia to use the infrastructure to test cutting-edge technologies and train AI models.
Kazakhstan’s draft Law “On Artificial Intelligence” is highly human-centric. It has already passed its second reading in the Mazhilis (lower house of Parliament), and EDF is part of the working group reviewing the bill.
Key principles of the law include:
The expert provided a comprehensive overview of Kazakhstan’s current legal and infrastructure landscape in the context of AI development.
We thank the Eurasian Data Protection Congress 2025 for the opportunity to participate.
