
The Ministry of Culture and Information of the Republic of Kazakhstan has approved new Rules for the Information Content of Government Agencies’ Internet Resources (Order No. 124-NQ dated March 31, 2025). The document sets unified requirements for the content of websites of ministries, akimats, and agencies subordinate to the President.
Government websites must be hosted on a unified platform and remain accessible to users without requiring authorization. All published content must be relevant, reliable, and updated promptly — news should be refreshed daily, and other sections updated no later than three working days after data is received.
Website design must be responsive — displaying correctly on both computers and mobile devices. A unified structure includes a header and footer, a main content area, and a convenient navigation menu allowing users to access all sections in no more than three clicks.
Documents such as laws, reports, regulations, and forms must be published in both hypertext and downloadable formats, with mandatory details including dates, signatories, and other identifying data. Search and navigation features must be simple and intuitive.
Special emphasis is placed on accessibility: websites must comply with the national standard ST RK 2191-2023 and be adapted for users with disabilities. This includes screen reader support, alternative text for images, subtitles, sign language translation, and full keyboard navigation.
Interfaces must avoid visual clutter, use high-contrast fonts, and exclude distracting animations, flickering elements, or background sounds.
Sites are required to provide contact information, feedback channels, and links to electronic public services. Users must always understand where they are on the site and be able to easily return to previous sections.
The new rules have already come into force and aim to enhance the quality of digital public governance and ensure equal access to information for all citizens.
