As part of the bill, changes are planned to 3 codes and 2 laws. International and domestic expert organizations participated in its development.

The main goal of the bill is to ensure the widest possible access for citizens to information, increase the transparency and activity of government bodies, and strengthen responsibility.

Among other things, citizens’ access to information is important in the fight against corruption and control over the use of budget funds.

The bill provides for increased liability of government agencies for illegal restrictions on the right to access information.

The principles of the presumption of openness of information and its proactive dissemination are established. State control is being introduced in the area of access to information.

The Ministry of Culture and Information will carry out control in the form of preventive control without visiting the subject of control and unscheduled inspection.


Bill details

The subjects of control will be the holders of information with the exception of the National Bank, courts and judicial administration.

Objects include information stands and other technical means, official Internet resources, components of the “electronic government” web portal, as well as online broadcasts of open meetings, links to recordings of open meetings saved on a public resource.


Equal access to information

The bill obliges information holders - government agencies and quasi-public sector entities - to ensure equal access to information to persons with disabilities.

Internet resources will be brought into line with the national standard for persons with disabilities, and will also be adapted for people with hearing and/or visual impairments.
