Yelzhan Kabyshev, Head of Legal Practice at the Eurasian Digital Foundation, spoke at the Forum on the topic: “Global Trends and Their Impact on Kazakhstan”.

The three-day event, held on January 28-30 and organized by the United Nations Office for Project Services (UNOPS) within the framework of the EU Civil Society Facility for Central Asia, addressed the topics of digital transformation and sustainable cooperation and participation of civil society.

The EDF expert in his speech spoke about the technological rivalry between the US and China, the impact of AI on global markets (for example, NVIDIA's recent $620 billion loss due to the Chinese DeepSeek model) and geopolitical aspects, such as the possible sale of TikTok.

He emphasized that the US is investing almost $500 billion in AI development, which underlines its strategic importance. The role of Kazakhstan was also noted, as President Kassym-Jomart Tokayev called for accelerating the implementation of AI in public administration and Smart City projects.

Yelzhan separately emphasized that despite the accelerated pace of digitalization, it is necessary to take into account the protection of digital rights and ensuring respect for human rights in the era of AI.

The civil sector should also actively participate in this process. In this regard, work within the working groups on the draft Digital Code and the Law on AI in Kazakhstan is of great importance.

Colleagues from Central Asian countries - Tajikistan, Uzbekistan and Kyrgyzstan - also took part in the discussion.

Representatives of the Central Asian countries drew attention to the key challenges of the region, including problems of personal data protection, Internet regulation and Internet shutdowns. For example, precedents of Internet shutdowns in Karakalpakstan, Pamir, and in January 2022 in Kazakhstan were mentioned. These challenges remain relevant and require active solutions from the civil sector.

In general, the participants noted the importance of consolidating the efforts of civil society in Central Asian countries to ensure the protection of human rights in the digital environment.

This is possible both through legislative activity and through human rights practice, including infrastructure initiatives and support for people whose rights have been violated in the digital space.
