Representatives of the Digital Rights Coalition spoke at Digital Almaty 2025

At the largest digital forum Digital Almaty, the Coalition experts took part in the session "Legal support for digital development in the era of AI", where they discussed key challenges in regulating new technologies and further development of the codification of national legislation.

The session was moderated by the deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, Ekaterina Smyshlyaeva, who is also one of the initiators and developers of the draft Digital Code. And among the speakers was Nazgul Bazhaeva, Director of the Department of Architecture and Policy of Digital Transformation of the MCRIAP RK, who also noted the participation of the ministry in the development of the Digital Code.

Ekaterina Smyshlyaeva highly appreciated the activities of the Digital Rights Coalition in the work on discussing the draft Digital Code of the Republic of Kazakhstan, and also thanked the Coalition experts for their efforts to involve civil society in the development of digital legislation.

In his speech, Coalition member Ruslan Daiyrbekov noted the importance of adapting legislation to new technologies, as well as the balance between innovation and the protection of the rights of citizens and businesses. "The Digital Code will not just be part of the codification of regulations, but will become a new stage in the development of our legislation in the digital sphere," Ruslan said.

Dana Utegen, an expert of the Coalition on legal regulation of biometric data turnover, emphasized the importance of strict regulation of the processing of sensitive biometric information, and also raised the issue of the danger of collecting and processing such data by algorithmic AI systems.

After Dana's speech, the Mazhilis deputy noted that the Digital Code will include a section devoted to the regulation of biometric data, and also emphasized that Dana Utegen's experience and expertise will be very useful in the further development of this section.
