Concept of AI development in Kazakhstan: legal regulation, ethics and use of data

One of the priorities of the Concept is to ensure the availability and quality of data. In this area, measures are envisaged to expand access to data, develop guidelines for data management and create training datasets.

The creation of a national AI platform based on Smart Data Ukimet will be an important step in the development of infrastructure. This platform will be an integrated system for the development, training and implementation of AI models, available to private and public organizations, startups and scientific institutions.

To develop human capital, the Astana Center for AI will be created on the basis of Nur Alem, which will promote AI culture among the population and develop the national idea of ​​"Generative Nation". Open training courses, forecasting the need for personnel and supporting talents and startups will help ensure the training of highly qualified specialists in the field of AI.

Eurasian Digital Foundation experts actively participate in the dialogue with the state and the expert community, supporting the development and implementation of ethical norms and standards in the field of AI.

Earlier, based on foreign experience, we compiled a package of recommendations in the field of improving the legislation of the Republic of Kazakhstan, including:

- Ban mass and indiscriminate surveillance using video surveillance systems
- Ban the use of images of Kazakhstanis taken from publicly available sources for the purpose of replenishing biometric databases
- Develop a categorization of biometric systems with high and low risk using the example of the experience of regulating artificial intelligence in the EU
- Establish a ban on the use of a real-time biometric identification system by any users except law enforcement agencies
- When using facial recognition systems, government agencies should promote compliance with the principles of transparency, legality and necessity, as well as formulate policies for processing third-party data.
