The government of Kazakhstan presented the concept for the development of artificial intelligence

The purpose of the document is to create an artificial intelligence ecosystem and introduce AI technologies into the economy and public administration.

The concept, covering 2024-2029, was presented by the Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiyev at a meeting of the Cabinet of Ministers of the Republic of Kazakhstan.

Kazakhstan ranks 72nd among 193 countries on the AI ​​Readiness Index.

The country demonstrates the highest indicators in:

• digital potential;
• data availability;
• adaptability/adaptability.

Low indicators:

• infrastructure;
• maturity;
• vision (strategy).

To achieve the main goals of the document, the following are provided:

• placement of a supercomputer in Kazakhstan;
• construction of data processing centers;
• creation of the National AI Platform;
• development of fiber-optic communication line systems.

As noted, on the basis of the infrastructure of the Nur-Alem Museum, it is planned to open the Alem.AI National Center for cooperation between the state, science, business and international partners.

To implement the concept, the ministry has set goals until 2029:

• Training 5 million people in AI skills;
• Training of 500 thousand industry specialists;
• Creation of 5 Kazakh “unicorn companies”;
• Increase in IT exports to $5 billion;
• At least 25 implemented AI products in economic sectors annually.

As part of the government meeting, a vision of a regulatory environment aimed at the safe, responsible and ethical use of the potential of artificial intelligence was presented.

It is noted that ICRIAP, together with deputies of the Majilis, based on best world practices, has developed a bill “On Artificial Intelligence”.

It should be noted that EDF experts also actively participate in dialogue with the state and the expert community on issues of AI regulation. Previously, based on foreign experience, we compiled a package of recommendations in the field of improving the legislation of the Republic of Kazakhstan, including:

- prohibition of mass and indiscriminate surveillance using video surveillance systems;
- a ban on the use of the real-time biometric identification system by any users except law enforcement agencies;
- categorization of biometric systems with a high and low level of risk using the example of the experience of regulating artificial intelligence in the European Union;
- creation of legal mechanisms to assess and prevent potential risks of the negative impact of the development and application of AI technologies on human rights and freedoms, as well as other measures.
