“The situation with TikTok may threaten changes in the entire digital ecosystem of Kazakhstan”

The founder of the Eurasian Digital Foundation, Ruslan Dayyrbekov, commented on the Kazakh publication Kursiv about the possible blocking of TikTok in the country.

Plans to restrict access to the popular Internet platform were recently announced by the Minister of Culture and Information of the Republic of Kazakhstan, Aida Balaeva.

In her opinion, such measures contribute to “preserving stability and unity” in the country.

The minister said that the decision to block will be made after an analysis that will show how the level of illegal content “will prevail and go off scale” on the platform. In addition, TikTok now leads among social networks in the number of materials prohibited for distribution in the country.

In turn, Ruslan Dayyrbekov believes that the proposed closure of the TikTok application in Kazakhstan may entail not only restricting access to the platform for users, but also making changes to the digital ecosystem of our country.

“Firstly, restricting access to social networks can lead to a violation of users’ rights to freedom of speech and creativity, freedom of expression and access to information.

Secondly, it could impact the digital consumer rights of citizens and the ability of entrepreneurs and the business community in the areas of digital marketing, advertising and audience interaction.”

The expert also recalled that according to Datareport statistics, from 2023 to 2024, the reach of TikTok advertising in Kazakhstan increased by 3.7 million users, and data published on ByteDance advertising resources indicate that at the beginning of 2024 TikTok had registered 14.1 million accounts.

“To be fair, it is worth noting that TikTok has been trying to build a constructive dialogue with the authorized body represented by the Ministry of Culture and Information of the Republic of Kazakhstan over the past two years on the issues of moderation and monetization of Kazakh-language content, compliance with age restrictions and the prevention of cyberbullying,” Ruslan emphasized.

In addition, last year the Law “On Online Platforms and Online Advertising” was adopted, which obliges the owners or other legal representatives of large online platforms to appoint their legal representative to interact with the authorized body.

The expert also noted that, in accordance with the provisions of the above-mentioned law, owners and (or) legal representatives of online platforms are required to take measures to counter the dissemination of illegal content on the territory of the Republic of Kazakhstan and immediately notify law enforcement agencies if illegal content is detected.

Thus, the existing regulation is quite enough to conduct a constructive dialogue with TikTok without resorting to blocking.
