
The Open Observatory on Network Interference (OONI) regularly releases country-by-country reports on internet restrictions around the world. OONI, IFKZ, and EDF conducted their study on internet censorship in Kazakhstan over the past year (June 2023 – June 2024) based on empirical data analysis from network measurements.
This report shares the results of OONI measurements and the corresponding legal context.
We identified numerous news media websites, human rights organizations, and circumvention tools blocked in Kazakhstan through TLS interference.
We also documented the use of a new root certificate (NUC RK) created by government demand. This certificate was used to issue six different intermediate certificates that enabled "man-in-the-middle" (MITM) attacks during TLS handshakes when connecting to at least 14 different domain names across at least 19 networks in Kazakhstan.
